A Balanced Budget By 2012 & Earmark Reform

In his op-ed in The Wall Street Journal, President Bush called for a balanced budget by 2012 and earmark reform... Posted in the extended entry is the White House Fact Sheet on these issues.

Today, The President Announced He Will Propose A Balanced Budget.  On February 5, the Administration will present its five-year budget proposal, which will show reducing budget deficits and balance in 2012.  The Budget will achieve balance while addressing the Nation's most critical needs, including support for the Global War on Terror and sustaining the strength of our economy through permanent tax relief.

  • The President Also Called For Earmark Reform.  The time has come for both political parties to work together on comprehensive earmark reform that produces greater transparency and accountability to the congressional budget process, including full disclosure for each earmark and cutting the number and cost of all earmarks by half.

Pro-Growth Policies Are Fueling The Robust U.S. Economy And Increasing Tax Revenues

The President's Tax Relief Has Spurred Robust Economic Growth, Millions Of Jobs, And Rising Wages.  Immediately after the President's tax relief took full effect in 2003, economic growth accelerated and job growth resumed.

  • The economy has grown nearly three percent over the last four quarters – faster than any other major industrialized country.
  • More than 7 million American jobs have been created since August 2003.
  • Americans are feeling the effects of a strong economy through bigger paychecks – real wages have grown 2.3 percent in the past 12 months, well above the average of 1990s.

A Strong U.S. Economy Is Fueling Higher Tax Revenues.  Tax revenues are up 11.8 percent in 2006 following a 14.6 percent increase in 2005.  Receipts have increased nearly 35 percent since the tax relief was fully implemented in 2003, and 70 percent of the reduction in the deficit last year was attributable to increased tax revenues. 

Better Spending Restraint Is Helping Achieve A Balanced Budget

While Funding Priorities, We Must Keep Spending Under Control.  We can achieve a balanced budget while maintaining our priorities: a strong national defense; tax relief needed to keep the economy strong; enhancing energy security; making health care more affordable; and further improving the quality of education.

As We Fund Our National Priorities, We Must Continue To Restrain Spending.  That means restraining spending growth, doing more with less and eliminating programs that are not getting the job done. 

Earmark Reform And The Line-Item Veto Will Help Eliminate Wasteful Spending.  Earmarks often lead to wasteful Federal spending.

They have tripled in number over the last decade and have increased spending by billions of dollars. The time has come for comprehensive earmark reform that brings greater transparency and accountability to the congressional budget process, including:

  • Disclosing the sponsors, costs, recipients and justification for each earmark;
  • Stopping the practice of concealing earmarks in so-called report language instead of placing them in the actual language of the bill; and
  • Stopping all wasteful and unnecessary earmarks, starting by cutting the number and cost of all earmarks by half.
  • Providing the President the power that 43 of the Nation's governors have to help tackle wasteful spending: the line-item veto.

Rising Entitlement Spending Is A Long-Term Challenge That We Must Address Now.  A balanced budget better positions us to deal with the unsustainable growth in entitlement spending. While the near-term fiscal outlook is bright, entitlement reform is needed to help address our long-term budgetary challenges and ensure these vital programs are available for future beneficiaries.  The President has led the way in focusing attention on this problem and in promoting real solutions, but forging a solution will require bipartisan cooperation.

Take issues that were part of your party getting their asses thumped, and try to make them your own.

Unfortunately for this current president, he's not fooling anyone. The American people have decided that he's a lame duck. He's trying to flipflop now, only he looks pathetic.

The GOP Congress has outspent beyond all reason. They have earmarked beyond all reason. Now that they are in the minority for at least the next 10 years, they want to make the Dems do what they themselves wouldn't. It's all so sad.

Kind of like that "Minority Bill of Rights". Matt, you didn't support it when Pelosi wanted it, so now, you'll get what you deserve. I, for one, seeing how truly evil people like you and Mark react to your party's defeat, will relish seeing you people squirm as you become an enduring minority within a minority. THe GOP as we knew it in 2002 is dead. The moderates will kick out the Radical Rightwing extremists that you and Mark love so much, and America will be better.

But I'll always laugh watching you froth. You are truly a pathetic excuse for an American.

As much as I enjoy watching gavin hitching up his suspenders, all tough-like, I can agree with one thing he said; Matt and Mark are truly evil.

Why just the other day, after watching videos of Saddam throwing people into shredders and Hitler constructing death-camps, I said to myself, "Self, these two psychopats remind me of the owners of B4B. Sure, the psychos killed millions after ruthlessly taking over their own countries, but thats nothing compared to those two conservatives over at the B4B blog. Why....they support BUSH!"

Did I mention I arbitrarily renamed the street I live on 'Mumia Boulevard'? The neighbors arent happy but so what, they probably voted for Bush.

First off, the compassion you suggest we all show others clearly stops when you see an "R" next to someone's name.

Further, there are a wide range of views on the right. Just as there is on the left.

Just because someone is opposed to Affirmative Action (as your cohort Georgia Frawg is) doesn't mean someone is racist. It means rightly, that they realize affirmative action historically helped white women the most and is now using racism in a vain atttempt at solving it.

Just because someone is opposed to Gay Marriage doesn't make them a homophobe. Just ask Alimiranta. She's stated she's worked on legal briefs advocating for all the governmental benefits of marriage yet calling it civil unions. But to you, that's clearly homophobia.

Just because someone isn't in favor of redistribuion of capital doesn't mean people are pro-poor people staying poor. Why is it that YOU seem to want to keep the poor addicted to government aid. Hell, you're probably in favor of decriminalization of drugs too. In reality, you want to keep people addicted to drugs and addicted to government help in order to keep them voting your way.

And the truly laughable bit, which makes EVERYONE, even people who probably vote the way you do LAUGH IN YOUR LAME ASS FACE... to suggest that it's Mark and Matt and Republicans who want to surrender everything to terrorists is laughable. Hell my man, you've all but suggested we roll out the welcome mat, get the terrorists their slippers and give them privacy to plan their next attack.

Did anyone else notice that the bastion of liberal economics, the last remaining Keynesian Academician Paul Krugman is now advising that deficit spending is actually good for the economy? After railing for years that Bush’s economic programs are disasters, mortgaging our children’s future, recession-depression is just around the corner; Mr. Krugman is now extolling the virtues of a deficit! In his 12/22/2006 article, Krugman advises democrats that they “shouldn’t spend political capital trying to bring the deficit down” instead they should deficit spend for “good things like health care reform” (read: buy votes with giant government give-away programs).

His hypocrisy knows no bounds as he writes, “By spending money well, Democrats can both improve Americans’ lives and, more broadly, offer a demonstration of the benefits of good government. Deficit reduction, on the other hand, might just end up playing into the hands of the next irresponsible president.”

Most investors know, when Krugman speaks, do the opposite! But like a stopped clock being right twice each day; Krugman may have finally made a correct statement, “Now that the Democrats have regained some power, they have to decide what to do.” Lord knows they didn't have a clue until Krugman told them how to behave.

Things have gone poorly for the Republicans because they went away from what their ideals. They went away from Fiscal Responsibility and it only makes sense for them to go back to it now that they're no longer the majority.

Besidess, much of the things listed by the President should have been done long ago.

Before I believe any of this crap, he will have to give me the detail as to what will come out of the budget to pay for the $500 Billion dollars in Iraq. Gozer- no- not at all. Pelozi anf her gand pretty much is on par with Bush on that one. For different reasons i think. I am certain the dems are for he votes, while Bush is probably after the labor (but throw the votes in too). Different motives same result.

The sad part is W is patenting his anti-terror agenda. Porous borders don't really get that one to float.

at least with Pelosi etc all, you can see it in plain sight. Something i have noticed a lot about righty- all the covert things- i'd rather trust the guys that at least have the nads to lay it out in public. Regardless of how much i disagree. And exactly what plan do the Democrats have for the border but leave them open and then say anyone who breaks the law to come here gets citizenship.

Bush had a plan that shored up the border and then dealt with those here already. And then allowed a way for more people to come here legally.

Republicans had the close the border and then we'll figure out what to do.

Read the article before you start calling someone names. Read the poll while you are at it and tell me what you would conclude from it. I never claimed that there aren't a lot of men and women in the military that support the president. I also know there are a lot that don't, including my daughter who served in Iraq twice.

I can assure you, I'm not living in my mother's basement. At 25, I've sold my first house I bought with a down payment from a small inheritance I got from my grandfather.

I was going to law school but was burning out so I took some time off and am working with companies helping rebuild communities after hurricanes and/or other devastating weather.

Now Gavin (Dougie): What the hell do you do?

I patiently await your next post that doesn't answer anything.
