The President should worry about getting his own house in order before he attacks the Press.
That said, from what I have read so far, I do not have a problem with the actions of the administration in this case. Immediately after an attack, the President should have some emergency powers (such as allowed under FISA) to protect the country. Also, there were indications of a warrant issued.
This leads to the question, if the Prez thought it was appropriate to get a warrant to search international bank records, than why not international/domestic phone records? He either has executive privilege (as he claims) or he doesn’t.

All over the radio this morning were "moderate" Muslims declaring over and over that this kind of hatred and violence is not in the Koran, is not representative of Islam. (Of course they all shut up when asked if they would openly denounce the terrorists, but that's another story.)
The thing is, the "moderate" Muslims like to hide behind their claims that the terrorists are not really acting in the name of true Islam. So I say, call their bluff on this.
If the "moderate" Muslims truly believe that the terrorists are not acting in the name of true Islam, then they, and no one else for that matter, should object to the terrorists being openly and repeatedly described as representing "secular Islam". (Though Israel is a Jewish state, there is no argument that most of the Jews there are secular, not religious, Jews. It's not a new concept, drawing a line between a religion and a culture.)
Remember, this would be agreeing with the "moderates" by identifying the terrorists as not really representing Islam as presented in the Koran. So it would not, theoretically, be an insult to "true Islam" by their own claims and definition.
And it would take some of the wind out of the sails of those recruiting terrorist prospects. It might be harder to bring in young men if the movement was always identified as being one of "secular Islam". It would take away the religious aspect.
I think it would be most damaging thing we could do to the PR of radical Islam. If every media outlet would separate the terrorists from the true religion by such a description, it would go further than anything else to delegitimatize what they are doing
And it would really tick them off, too, which is fun.
Now, my bet is that it would also rip away the curtain of pretense used by the so-called "moderates", who really do love seeing the infidels slaughtered, and just don't want the splashback onto Islam, knowing that it can really rebound in a very ugly manner if it reaches a tipping point. So I would bet that many of the "moderates" would object. But it would have the effect of drawing a line in the sand among Muslims, making them take a stance on one side or the other. And once millions of Muslims took a stand that those acting in the name of Islam were really acting in the name of "secular Islam" it would widen the gap between the two.

It's one thing to question and disagree with opinions. It's quite another to do it in the manner in which liberal Democrats have and are doing it. If the majority of Americans had stood strong behind President Bush and our troops -- after the decision was made to remove Saddam -- much of terrorism might have been avoided. I think there was a good chance we would have been pulling some of our troops out of a more stable and secure Iraq right now. If the majority of Americans had stood strong behind President Bush, America would have been in a far better position to deal with Iran, North Korea, Syria, and other potential threats to this nation. At least Libya did get the message.

I want to start by saying I'm not commenting on this story as to this programs legality, or even whether or not GWB has the right to even implement such a program. I haven’t had the time to look into the legal arguments for this program and I don't want to comment on that until I know more. Now having said that, what you really want to know is how could the NYT print such a story. I would argue how could they not? By your own word the story on this program is hardly a revelation to the terrorists. Whether or not minor details in information collection was revealed to the terrorist by printing this story is debatable at best. I would argue not. It's quite evident that the program's effectiveness at capturing terrorists was partly responsible for the program revealing itself. Terrorists are going to know after the fact how they were found out. I would say that the only people who this program is a shock to are the American people.
The NYT like all other news organizations weighs the importance of their stories and the public's right to know vs. the damage done by the revelation. The legality of these programs is up for debate. As the NYT already said, we are in uncharted waters here. These programs that GWB has implemented call into question the fundamental ways we as Americans see ourselves and live our daily lives. The country's decision-making process on this issue needs to be exposed to the full light of day. If they are valuable and strong enough they'll pass. We, meaning the public and it's elected officials, need to make an informed decision on this issue if we want to take the country in a new direction. It's against the democratic process to let one guy make a decision in a back room and then when he gets exposed say "trust me, I'm doing what's best for you". I for one, like many in this country are made uncomfortable when the government seeks to secure more power for itself whatever their reason. It's already clear that the government has abused these programs. Religious peace activist groups, people critical of the government, those who question the right of the government to do these things have already been caught in the net that these programs have cast. So how can you say that these programs are just to catch terrorists? A power once secured by a government is almost never laid down again. These programs that you are advocating today will one day be in the hands of liberals. Are you going to be so happy about these programs when that day comes? You see sometimes we get ourselves into things in the heat of the moment and then at a later time we see what a huge mistake we made. I’m all for exposing these programs and letting us all judge and decide on them in a cool and rational way. So I for one am happy that the NYT is doing its job at keeping an informed electorate. I don't think anyone here has ever advocated eliminating Christianity from the USA. I will be the first to admit that I have mocked some of the beliefs (the ones that are simply illogical), and perhaps that wasn't very kind. But I don't care what religion you practice, so long as you are 1) peaceful; and 2) you don't try to push your faith on people who don't believe the same thing. Not everybody believes in your god. Always remember that.

I have never said SA was our ally and in fact, have posted similar thoughts on this blog and others. With their recent arrests (42 yesterday) and attacks on terrorists in their country, perhaps something is being said to them (behind doors) about their role in promoting terrorism and violence.
Leftorium is incorrect (IMO) in stating the NYT published the article because they wanted the public to know what was going on. Can anyone say, "Pulitzer Prize".

Look the NYT motivation is really not the issue here. The paper of record hardly needs one more Pulitzer on it's already overloaded mantle. I know it’s a favorite tactic of the right to attack the messenger rather than their message. The truth is the NYT stated facts and restrained itself in characterizing those facts. No one can refute the facts in the story so you call into the question the messenger. Even the government has stated that the program was hardly a secret to terrorist as far back as 2004. So it's been proven that this program was a known secret in our bag of tricks. Personally I think the right is more upset that the American public knows of this program rather than the terrorists given the polling that states these programs aren't popular. I'd say this indignation I'm hearing here is a case of coming election jitters. IMHO

What is it about this blog that is so irresistable to the wildest-eyed of the wild-eyed (including those who brag about having three?) Lefties?
First, it's obvious that their own blogs are must be deadly boring, or they would stick to their own kind, and all revel in the mutual congratulatory praise for each other's wisdom and brilliance.
Second, it seems that they are so fragile in their positions that they have to try to convince US of their accuracy, to validate what they are saying. Obviously, if we agreed with them, we'd join in the mutual admiration society over on the Left, so obviously they are trying to convert us to their own belief system. (It is so funny to see the Left savage any belief system but their own...somehow, their own devotion to a faith-based unprovable theology is good, while others are not.)
Now I don't care how many people believe that Kerry was a hero, or that Bush went AWOL, or that free-floating anonymous recreational sex is why we're all here, or whatever else the Left comes up with. I don't care if they think punishing the productive to reward the unproductive is what government is all about. I don't care if they live permanently with their tails tucked into their heinies, scurrying away from every threat and begging the threateners to just not hurt them and they will do whatever they want. None of this bothers me. I don't barge into their little lefty love-fests and call them names or try to convert them to my way of thinking. They are who they are, they believe what they believe, and I am quite content to leave them alone to do whatever it is they do.
So why do they feel compelled to lurch on over to the Bright Side, to spew their inanities and their attacks and their misstatements and psuedo-facts? Don't they LIKE their own kind?
I think one reason they are so livid about Bush dismissing Osama with the statement that he just doesn't think about him very much is their visceral awarenes that that is pretty much how all conservatives feel about all Liberals---so they have to push in where they are not invited, if only to scream in our ears "WE ARE HERE!!! Seven months before the invasion of Iraq, the head of British foreign intelligence reported to Prime Minister Tony Blair that President Bush wanted to topple Saddam Hussein by military action and warned that in Washington intelligence was "being fixed around the policy," according to notes of a July 23, 2002, meeting with Blair at No. 10 Downing Street.
"Military action was now seen as inevitable," said the notes, summarizing a report by Richard Dearlove, then head of MI6, British intelligence, who had just returned from consultations in Washington along with other senior British officials. Dearlove went on, "Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD [weapons of mass destruction]. But the intelligence and facts were being fixed around the policy."
British Prime Minister Tony Blair spoke with his country's intelligence chief about seven months before the Iraq invasion. Blair was advised that the threat from Saddam Hussein might have been overstated. (Pool Photo By Adrian Dennis)
"The case was thin," summarized the notes taken by a British national security aide at the meeting. "Saddam was not threatening his neighbours and his WMD capability was less than that of Libya, North Korea or Iran."
The notes were first disclosed last week by the Sunday Times of London, triggering criticism of Blair on the eve of the May 5 British parliamentary elections that he had decided to support an invasion of Iraq well before informing the public of his views.
The notes of the Blair meeting, attended by the prime minister's senior national security team, also disclose for the first time that Britain's intelligence boss believed that Bush had decided to go to war in mid-2002, and that he believed U.S. policymakers were trying to use the limited intelligence they had to make the Iraqi leader appear to be a bigger threat than was supported by known facts.
Although critics of the Iraq war have accused Bush and his top aides of misusing what has since been shown as limited intelligence in the prewar period, Bush's critics have been unsuccessful in getting an investigation of that matter.
The Senate Select Committee on Intelligence has dropped its previous plan to review how U.S. policymakers used Iraq intelligence, and the president's commission on intelligence did not look into the subject because it was not authorized to do so by its charter, Laurence H. Silberman, the co-chairman, told reporters last month.
The British Butler Commission, which last year reviewed that country's intelligence performance on Iraq, also studied how that material was used by the Blair government. The panel concluded that Blair's speeches and a published dossier on Iraq used language that left "the impression that there was fuller and firmer intelligence than was the case," according to the Butler report.
It described the July 23 meeting as coming at a "key stage" in preparation for taking action against Iraq but described it primarily as a session at which Blair favored reengagement of U.N. inspectors against a background of intelligence that Hussein would not accept them unless "the threat of military action were real."
During the July 2002 time frame, Bush was working to build support in the United States for a war against Hussein, while a U.S. base in Qatar was being expanded and Deputy Defense Secretary Paul D. Wolfowitz was trying to get Turkey to assist in potential military action against the Iraqi leader.
A spokesman for the British Embassy in Washington said he would not comment on the substance of the document.
Blair's senior advisers at the July 2002 session decided they would prepare an "ultimatum" for Iraq to permit U.N. inspectors to return, despite being told that Bush's National Security Council, then headed by Condoleezza Rice, "had no patience with the U.N. route," according to the notes. "The prime minister said that it would make a big difference politically and legally if Saddam refused to allow in the U.N. inspectors."

Seven months before the invasion of Iraq, the head of British foreign intelligence reported to Prime Minister Tony Blair that President Bush wanted to topple Saddam Hussein by military action and warned that in Washington intelligence was "being fixed around the policy," according to notes of a July 23, 2002, meeting with Blair at No. 10 Downing Street.
"Military action was now seen as inevitable," said the notes, summarizing a report by Richard Dearlove, then head of MI6, British intelligence, who had just returned from consultations in Washington along with other senior British officials. Dearlove went on, "Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD [weapons of mass destruction]. But the intelligence and facts were being fixed around the policy."
"The case was thin," summarized the notes taken by a British national security aide at the meeting. "Saddam was not threatening his neighbours and his WMD capability was less than that of Libya, North Korea or Iran."
The notes were first disclosed last week by the Sunday Times of London, triggering criticism of Blair on the eve of the May 5 British parliamentary elections that he had decided to support an invasion of Iraq well before informing the public of his views.
The notes of the Blair meeting, attended by the prime minister's senior national security team, also disclose for the first time that Britain's intelligence boss believed that Bush had decided to go to war in mid-2002, and that he believed U.S. policymakers were trying to use the limited intelligence they had to make the Iraqi leader appear to be a bigger threat than was supported by known facts.
Although critics of the Iraq war have accused Bush and his top aides of misusing what has since been shown as limited intelligence in the prewar period, Bush's critics have been unsuccessful in getting an investigation of that matter.
The Senate Select Committee on Intelligence has dropped its previous plan to review how U.S. policymakers used Iraq intelligence, and the president's commission on intelligence did not look into the subject because it was not authorized to do so by its charter, Laurence H. Silberman, the co-chairman, told reporters last month.
The British Butler Commission, which last year reviewed that country's intelligence performance on Iraq, also studied how that material was used by the Blair government. The panel concluded that Blair's speeches and a published dossier on Iraq used language that left "the impression that there was fuller and firmer intelligence than was the case," according to the Butler report.
It described the July 23 meeting as coming at a "key stage" in preparation for taking action against Iraq but described it primarily as a session at which Blair favored reengagement of U.N. inspectors against a background of intelligence that Hussein would not accept them unless "the threat of military action were real."
During the July 2002 time frame, Bush was working to build support in the United States for a war against Hussein, while a U.S. base in Qatar was being expanded and Deputy Defense Secretary Paul D. Wolfowitz was trying to get Turkey to assist in potential military action against the Iraqi leader.
A spokesman for the British Embassy in Washington said he would not comment on the substance of the document.
Blair's senior advisers at the July 2002 session decided they would prepare an "ultimatum" for Iraq to permit U.N. inspectors to return, despite being told that Bush's National Security Council, then headed by Condoleezza Rice, "had no patience with the U.N. route," according to the notes. "The prime minister said that it would make a big difference politically and legally if Saddam refused to allow in the U.N. inspectors."

The President should worry about getting his own house in order before he attacks the Press.
That said, from what I have read so far, I do not have a problem with the actions of the administration in this case. Immediately after an attack, the President should have some emergency powers (such as allowed under FISA) to protect the country. Also, there were indications of a warrant issued.
This leads to the question, if the Prez thought it was appropriate to get a warrant to search international bank records, than why not international/domestic phone records? He either has executive privilege (as he claims) or he doesn’t.
Good Idea. Maybe Mr. Bush should offer to testify about what he knows about the leak that Scooter Libby made. That would be a great first step.

All over the radio this morning were "moderate" Muslims declaring over and over that this kind of hatred and violence is not in the Koran, is not representative of Islam. (Of course they all shut up when asked if they would openly denounce the terrorists, but that's another story.)
The thing is, the "moderate" Muslims like to hide behind their claims that the terrorists are not really acting in the name of true Islam. So I say, call their bluff on this.
If the "moderate" Muslims truly believe that the terrorists are not acting in the name of true Islam, then they, and no one else for that matter, should object to the terrorists being openly and repeatedly described as representing "secular Islam". (Though Israel is a Jewish state, there is no argument that most of the Jews there are secular, not religious, Jews. It's not a new concept, drawing a line between a religion and a culture.)
Remember, this would be agreeing with the "moderates" by identifying the terrorists as not really representing Islam as presented in the Koran. So it would not, theoretically, be an insult to "true Islam" by their own claims and definition.
And it would take some of the wind out of the sails of those recruiting terrorist prospects. It might be harder to bring in young men if the movement was always identified as being one of "secular Islam". It would take away the religious aspect.
I think it would be most damaging thing we could do to the PR of radical Islam. If every media outlet would separate the terrorists from the true religion by such a description, it would go further than anything else to delegitimatize what they are doing
And it would really tick them off, too, which is fun.
Now, my bet is that it would also rip away the curtain of pretense used by the so-called "moderates", who really do love seeing the infidels slaughtered, and just don't want the splashback onto Islam, knowing that it can really rebound in a very ugly manner if it reaches a tipping point. So I would bet that many of the "moderates" would object. But it would have the effect of drawing a line in the sand among Muslims, making them take a stance on one side or the other. And once millions of Muslims took a stand that those acting in the name of Islam were really acting in the name of "secular Islam" it would widen the gap between the two.
It is in the public interest that anyone who subscribes to the NY Times should immediatley cancel their subscription. I don't subscribe to that rag sheet, but that's what I would do. I don't want any of my loved ones to be killed because of those irresponsible sob's.

It's one thing to question and disagree with opinions. It's quite another to do it in the manner in which liberal Democrats have and are doing it. I want to start by saying I'm not commenting on this story as to this programs legality, or even whether or not GWB has the right to even implement such a program. I haven’t had the time to look into the legal arguments for this program and I don't want to comment on that until I know more. Now having said that, what you really want to know is how could the NYT print such a story. I would argue how could they not? By your own word the story on this program is hardly a revelation to the terrorists. Whether or not minor details in information collection was revealed to the terrorist by printing this story is debatable at best. I would argue not. It's quite evident that the program's effectiveness at capturing terrorists was partly responsible for the program revealing itself. Terrorists are going to know after the fact how they were found out. I would say that the only people who this program is a shock to are the American people.
The NYT like all other news organizations weighs the importance of their stories and the public's right to know vs. the damage done by the revelation. The legality of these programs is up for debate. As the NYT already said, we are in uncharted waters here. These programs that GWB has implemented call into question the fundamental ways we as Americans see ourselves and live our daily lives. The country's decision-making process on this issue needs to be exposed to the full light of day. If they are valuable and strong enough they'll pass. We, meaning the public and it's elected officials, need to make an informed decision on this issue if we want to take the country in a new direction. It's against the democratic process to let one guy make a decision in a back room and then when he gets exposed say "trust me, I'm doing what's best for you". I for one, like many in this country are made uncomfortable when the government seeks to secure more power for itself whatever their reason. It's already clear that the government has abused these programs. Religious peace activist groups, people critical of the government, those who question the right of the government to do these things have already been caught in the net that these programs have cast. So how can you say that these programs are just to catch terrorists? A power once secured by a government is almost never laid down again. These programs that you are advocating today will one day be in the hands of liberals. Are you going to be so happy about these programs when that day comes? You see sometimes we get ourselves into things in the heat of the moment and then at a later time we see what a huge mistake we made. I’m all for exposing these programs and letting us all judge and decide on them in a cool and rational way. So I for one am happy that the NYT is doing its job at keeping an informed electorate. So it's been proven that this program was a known secret in our bag of tricks. Personally I think the right is more upset that the American public knows of this program rather than the terrorists given the polling that states these programs aren't popular. What is it about this blog that is so irresistable to the wildest-eyed of the wild-eyed (including those who brag about having three?) Lefties?
First, it's obvious that their own blogs are must be deadly boring, or they would stick to their own kind, and all revel in the mutual congratulatory praise for each other's wisdom and brilliance.
Second, it seems that they are so fragile in their positions that they have to try to convince US of their accuracy, to validate what they are saying. Obviously, if we agreed with them, we'd join in the mutual admiration society over on the Left, so obviously they are trying to convert us to their own belief system. (It is so funny to see the Left savage any belief system but their own...somehow, their own devotion to a faith-based unprovable theology is good, while others are not.)
Now I don't care how many people believe that Kerry was a hero, or that Bush went AWOL, or that free-floating anonymous recreational sex is why we're all here, or whatever else the Left comes up with. I don't care if they think punishing the productive to reward the unproductive is what government is all about. I don't care if they live permanently with their tails tucked into their heinies, scurrying away from every threat and begging the threateners to just not hurt them and they will do whatever they want. None of this bothers me. I don't barge into their little lefty love-fests and call them names or try to convert them to my way of thinking. They are who they are, they believe what they believe, and I am quite content to leave them alone to do whatever it is they do.

Seven months before the invasion of Iraq, the head of British foreign intelligence reported to Prime Minister Tony Blair that President Bush wanted to topple Saddam Hussein by military action and warned that in Washington intelligence was "being fixed around the policy," according to notes of a July 23, 2002, meeting with Blair at No. 10 Downing Street.
"Military action was now seen as inevitable," said the notes, summarizing a report by Richard Dearlove, then head of MI6, British intelligence, who had just returned from consultations in Washington along with other senior British officials. Dearlove went on, "Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD [weapons of mass destruction]. But the intelligence and facts were being fixed around the policy."

"The case was thin," summarized the notes taken by a British national security aide at the meeting. "Saddam was not threatening his neighbours and his WMD capability was less than that of Libya, North Korea or Iran."
The notes were first disclosed last week by the Sunday Times of London, triggering criticism of Blair on the eve of the May 5 British parliamentary elections that he had decided to support an invasion of Iraq well before informing the public of his views.
The notes of the Blair meeting, attended by the prime minister's senior national security team, also disclose for the first time that Britain's intelligence boss believed that Bush had decided to go to war in mid-2002, and that he believed U.S. policymakers were trying to use the limited intelligence they had to make the Iraqi leader appear to be a bigger threat than was supported by known facts.
Although critics of the Iraq war have accused Bush and his top aides of misusing what has since been shown as limited intelligence in the prewar period, Bush's critics have been unsuccessful in getting an investigation of that matter.
The Senate Select Committee on Intelligence has dropped its previous plan to review how U.S. policymakers used Iraq intelligence, and the president's commission on intelligence did not look into the subject because it was not authorized to do so by its charter, Laurence H. Silberman, the co-chairman, told reporters last month.
The British Butler Commission, which last year reviewed that country's intelligence performance on Iraq, also studied how that material was used by the Blair government. The panel concluded that Blair's speeches and a published dossier on Iraq used language that left "the impression that there was fuller and firmer intelligence than was the case," according to the Butler report.
It described the July 23 meeting as coming at a "key stage" in preparation for taking action against Iraq but described it primarily as a session at which Blair favored reengagement of U.N. inspectors against a background of intelligence that Hussein would not accept them unless "the threat of military action were real."
During the July 2002 time frame, Bush was working to build support in the United States for a war against Hussein, while a U.S. base in Qatar was being expanded and Deputy Defense Secretary Paul D. Wolfowitz was trying to get Turkey to assist in potential military action against the Iraqi leader.
A spokesman for the British Embassy in Washington said he would not comment on the substance of the document.

Another piece of the British memo has relevance now, as the United States battles an insurgency that some say was exacerbated by faulty planning for the post-invasion period. "There was little discussion in Washington of the aftermath after military action," the notes say, without attributing that directly to Dearlove.
The "U.S. has already begun 'spikes of activity' to put pressure on the regime," the British defense secretary reported, according to the notes. Although no final decision had been made, "he thought the most likely timing in U.S. minds for military action to begin was January, with the timeline beginning 30 days before the U.S. congressional elections."
As it finally worked out, the Bush administration's public campaign for supporting a possible invasion of Iraq began the next month, in late August, with speeches by Vice President Cheney, followed by a late October vote in Congress to grant the president authority to use force if necessary. Later in October, the British and the Americans introduced their resolution on Iraq in the U.N. Security Council and it passed in early November, shortly after the Nov. 2 elections.

Seven months before the invasion of Iraq, the head of British foreign intelligence reported to Prime Minister Tony Blair that President Bush wanted to topple Saddam Hussein by military action and warned that in Washington intelligence was "being fixed around the policy," according to notes of a July 23, 2002, meeting with Blair at No. 10 Downing Street.
"Military action was now seen as inevitable," said the notes, summarizing a report by Richard Dearlove, then head of MI6, British intelligence, who had just returned from consultations in Washington along with other senior British officials. Dearlove went on, "Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD [weapons of mass destruction]. But the intelligence and facts were being fixed around the policy."
"The case was thin," summarized the notes taken by a British national security aide at the meeting. "Saddam was not threatening his neighbours and his WMD capability was less than that of Libya, North Korea or Iran."
The notes were first disclosed last week by the Sunday Times of London, triggering criticism of Blair on the eve of the May 5 British parliamentary elections that he had decided to support an invasion of Iraq well before informing the public of his views.
The notes of the Blair meeting, attended by the prime minister's senior national security team, also disclose for the first time that Britain's intelligence boss believed that Bush had decided to go to war in mid-2002, and that he believed U.S. policymakers were trying to use the limited intelligence they had to make the Iraqi leader appear to be a bigger threat than was supported by known facts.
Although critics of the Iraq war have accused Bush and his top aides of misusing what has since been shown as limited intelligence in the prewar period, Bush's critics have been unsuccessful in getting an investigation of that matter.
The Senate Select Committee on Intelligence has dropped its previous plan to review how U.S. policymakers used Iraq intelligence, and the president's commission on intelligence did not look into the subject because it was not authorized to do so by its charter, Laurence H. Silberman, the co-chairman, told reporters last month.
The British Butler Commission, which last year reviewed that country's intelligence performance on Iraq, also studied how that material was used by the Blair government. The panel concluded that Blair's speeches and a published dossier on Iraq used language that left "the impression that there was fuller and firmer intelligence than was the case," according to the Butler report.
It described the July 23 meeting as coming at a "key stage" in preparation for taking action against Iraq but described it primarily as a session at which Blair favored reengagement of U.N. inspectors against a background of intelligence that Hussein would not accept them unless "the threat of military action were real."
During the July 2002 time frame, Bush was working to build support in the United States for a war against Hussein, while a U.S. base in Qatar was being expanded and Deputy Defense Secretary Paul D. Wolfowitz was trying to get Turkey to assist in potential military action against the Iraqi leader.
A spokesman for the British Embassy in Washington said he would not comment on the substance of the document.
